In 2003, the UK government published a green paper entitled Every Child Matters. The paper launched a broad consultation around the need for more effective children's services and the means of achieving that goal. This was followed by the passing of the Children Act 2004, which provided the basis for a restructuring of children's services in England. Part of the government's approach to the reforms includes new forms of partnership with private, voluntary and independent (PVI) providers. The Childcare Act 2006 makes further provision in respect of the powers of English local authorities to improve the well-being of young children.
