Bus Reform: Further Down the Road. A Follow-On Examination into Competition Reform of Transperth Bus Services (PDF)

A report assessing the impact of bus reform in Perth’s transportation system since 1997. Overall, the assessment concludes that the contracting out of daily operations and maintenance services has achieved a substantive reduction in costs and has introduced some improvements to the system. The report provides further recommendations to maximize the changes initiated by the reform.

Bus Reform: Competition Reform of Transperth Bus Services (PDF)

A report assessing the impact of the Bus Reform in Perth’s transportation system since its introduction in 1993. This report assesses only the first period of contracting introduced by the reform (1996) and concludes that the initial phase of the process was successful since it achieved significant cost savings while maintaining quality service.

A summary of the report elaborated by the NAO regarding the privatisation of bus transport companies. The report concludes that overall the sale was managed effectively and shed some insight in the importance of addressing some specific concerns in similar processes such as the importance of clear specification of the purpose of a benchmark valuation; the need for careful consideration of the issues involved in linking success fees for advisers to benchmark valuations; and, where privatisations are handled by nationalised industries or other public sector businesses, how far departments should be made aware of all their material cost factors.
