Toll Roads

The origins of the national road networks in the UK and the eastern states of the USA lie in a system of semi-private tollroads known as turnpikes. These had largely been replaced by the middle of the nineteenth century.

 

Since the 1990s, however, there has been a major expansion in the use of private tollroads around the world.

This report argues that endemic traffic congestion in the UK is now wreaking huge economic damage, a consequence of consistent under-investment in infrastructure by successive governments. A comprehensive overhaul of infrastructure based on road-user charging is therefore essential - but the public does not believe that income from charging would be effectively invested. The authors recommend that investment initially be underwritten by Private Finance Initiative projects, postponing the direct imposition of costs on motorists until they are in receipt of the benefits. This path is not easy, however, and devolution of institutional structures surrounding transport policy is essential to effective reform of UK road policy.

The report provides some useful recommendations for future privately financed projects such as the need for departments to carry out, and document, a comprehensive analysis of all important risks to the project, showing which party or parties will bear them.

The report highlights the need to improve the use of performance indicators to determine whether the bridge programme as a whole is being delivered to time, cost and quality as well as the necessity of monitor costs more closely min order to determine the reasons for significant differences.
