The Department for Environment, Food and Rural Affairs must make significant progress in procuring new waste treatment facilities if it is to meet a 2013 EU target for reducing landfill waste in the UK. This report assesses the progress made, concluding that progress is now being made through PFI procurement but delays at the start of the programme may yet cause problems in meeting targets.

The UK is a notoriously poor performer in the ledger of recycling and waste management. This report backs Government plans to scrap charging for rubbish, but warns the looming landfill burden will prove very costly to council tax payers unless decisive policy action is taken.
