This report addresses counter-arguments used in the PPP debate and assesses the benefits and drawbacks o based on recent Canadian evidence. It finds that infrastructure projects deliver savings in costs and time compared to conventional procurement approaches.

Long-Run Costs and Performance Effects of Competitive Sourcing

CNA set out to assess long-term costs associated with some 50 outsourcing decisions but was unable to find the data it needed. However, it found that work which is contracted out is generating ongoing savings of more than 30 per cent, a finding consistent with those of GAO and others. CNA concludes that accountability is a two-way process, belying the common misconception that it is one-sided.
