Railway Competition: Options for the Russian Federation

Examines the case of the Russian Federation which has begun reforms of its railway infrastructure using a model that seperates the entity controlling the infrastructure from the entity running the trains. This paper argues that the Mexican system, which maintains vertical integration but breaks up the systems horizontally, may be a better model for the Russian railway.
