Generally the report offers a mixed review of the NPR. It does accept that the NPR has promoted greater attention to customer service and performance, in the process borrowing heavily from private sector techniques. One of the largest problems that the report identifies with the efforts to reinvent government is that NPR has found little help from the private sector despite its theory being based on the sector's ideas.
