Private sector involvement in delivering public services has been fairly commonplace in Hong Kong for many years. In many sectors, private sector delivery goes back even further than it does in countries such as the UK and Australia - for example, private provision of electricity, public buses and trams, tolled tunnels, and so on. However, whilst the Government continues to be committed to 'Big Market Small Government', with the result that outsourcing continues apace, a degree of inertia is now setting in as the market awaits the extension of the PFI model to other public services.

It shows the practical benefits that education choice has brought in other countries, demonstrating how the same choice and competition that are already improving school standards in disadvantaged communities are applicable to the UK. Nations studied include the Netherlands, Germany, Sweden, Denmark, Hong Kong, the United States and Canada.
