Whilst traditionally conservative about involving private firms in the public services sector, the government of Singapore has actively embraced PPPs, particularly in the education sector, with a view to increasing the city's international competitiveness.
In 2003, the Singapore government introduced the Best Sourcing policy for new services. Best Sourcing requires public sector agencies to market test their services and to engage private sector providers to deliver those services where it is more efficient and effective to do so. PPP is part of the Best Sourcing framework.
