Belgium
Belgium has a relatively long history of decentralised public service provision. However, public service delivery under competition and contracting is a more recent phenomenon.
In particular, a market for PPPs has begun to emerge in Belgium in the last few years, and is now beginning to grow. Belgium's three political regions approach the use of PPP in different ways. The Flemish (Dutch) region is perhaps the most advanced, with PPP models already being used for a number of major projects in a range of sectors. The Walloon region is now looking to develop its use of PPP, and Brussels has embraced PPPs for a number of large recent projects.
In 2002, the Flemish regional government established a PPP Knowledge Centre (Vlaams Kenniscentrum PPS). The Walloon region is now considering developing a similar PPP unit.
