There is an established PPP market in France, in the roads and prisons sectors in particular. The French government has set up a dedicated PPP unit, 'Les Partenariats Public-Privé', to oversee the introduction of new legislation, and to help facilitate the implementation of pilot PPP projects in a range of sectors.
France faces a specific difficulty in the implementation of its PPP programme. The structure of French government is, in practice, highly decentralised, which means that responsibility for public procurement is devolved down to different levels of government. This makes it difficult for the central government to control procurement policy or spending, making complex PPP projects more risky.
In the longer term, it is possible that the risk involved in managing complex PPP projects from such a remote governance position could deter the French government from moving into some of the sophisticated public service markets that are now opening up to competition and contracting in some other developed countries.
