Different countries across the world have different insights to offer about competition and contracting in public service delivery. Individual markets have developed in unique ways, governments use a variety of competition and contracting models, and they approach common problems in different ways. Serco has contracts in North America, Asia Pacific, the Middle East, Africa and Europe. This diversity provides a useful opportunity for learning and observing diverse approaches and experiences. While there has been a tendency for overseas governments to look to the United Kingdom, particularly in infrastructure-based public-private partnerships, where the UK has become a world leader, other countries have developed innovative models from which lessons have been learned.
