Perhaps the most widely debated, analysed and imitated area of UK policy on public sector contracting, today surrounds public-private-partnerships (PPPs) and in particular, the private finance initiative (PFI). This section contains a range of policy documents and analyses dealing with the PPP and PFI models of public service contracting, going back a decade or more.

It finds that value for money has been achieved through value testing in about half of cases. In other cases - including some where the private sector negotiated price increases during these processes - the data are uncertain on whether value for money has been achieved. |
