Entering into contracts for the delivery of public services forces the government customer to think about service outcomes and the way in which they want them to be delivered. Consequently, it is imperative that the contract is design with the desired outcomes in mind. Having signed a contract, the client still has the obligation to monitor the performance of the contractor, to work with contract staff and to apply rewards and sanctions in a fair and effective way which contributes to the desired service outcomes.
