Competition and Efficiency in Publicly Funded Services (PDF) Lungsgaard, Jens, 2002 OECD Economic Studies No. 35, 2003, vol. I 2002, no. 76 2, pp. 103 - 164 The purpose of this article is to review the extent to which OECD countries have opened up to the provision of different publicly funded services. Findings in the article show that there has been no single common method of providing publicly funded services in these countries. It explores the pattern of arrangements being used in public services by the OECD countries, mainly focusing on education. The author concludes that public funding and service supply is increasingly being decoupled in the interests of improving service provision and cost efficiency.
