Payment by Outcome
Payment-by-outcome is a performance management tool where providers are paid on the basis of of outcomes rather than effort expended. It combines a high-stake form of performance contracting, sometimes referred to as 'payment-by-results', coupled with a focus on primary outcomes.
The Institute made a major contribution to a report published in 2011 by 2020 Public Services Trust, Payment by Outcome: A Commissioner's Toolkit, which examined the public performance management literature for insights and drew lessons from a number of sectoral case studies. In welfare to work, there is already a great deal of experience of implementation in the English-speaking world, while in long-term condition and offender managemenent the approach is seen as promising.
