Value for Money Assessment Guidance (PDF)

Replaces VfM Assessment Guidance August 2004.  It retains the 3-stage process and the application of a qualitative and quantitative (see guide below) test to be used by procuring authorities but also includes a strengthened test for assessing VfM from soft services in PFI, the process of single bidder procurements and consideration of contract duration caps.
