The evaluation, carried out by Operations Evaluation of the EIB, suggests that EIB involvement can add financial and non-financial benefits and that PPP projects score well in terms of delivering infrastructure on time and budget.

This report argues that endemic traffic congestion in the UK is now wreaking huge economic damage, a consequence of consistent under-investment in infrastructure by successive governments. A comprehensive overhaul of infrastructure based on road-user charging is therefore essential - but the public does not believe that income from charging would be effectively invested. The authors recommend that investment initially be underwritten by Private Finance Initiative projects, postponing the direct imposition of costs on motorists until they are in receipt of the benefits. This path is not easy, however, and devolution of institutional structures surrounding transport policy is essential to effective reform of UK road policy.
