As the private sector plays a growing role in public service delivery, there is increased need for government staff with the commercial skills to interact with the private sector. This report finds that there remain substantial gaps amongst public sector staff, notably in contract management, commissioning, risk and business acumen. It concludes that there is still not a coherent system for providing skills across government or for using the existing skills as efficiently as possible.
