Defence

Around the world, defence agencies have a long history of contracting with the private sector for the delivery of equipment and support services. Competition in defence support has received less academic attention than it has in some other areas of defence activity, such as weapons acquisition and contracting with private military companies. However, it is an important area of government spending and the large-scale competition initiatives that have been pursued in some countries have attracted a degree of attention from audit bodies and other institutions interested in understanding their financial implications. The reports in this section examine the financial impact of contracting in the defence sector, with a particular focus on support services.

Logistics Support for Deployed Military Forces (PDF)
Congressional Budget Office, 2005

A report on the US Army LOGCAP contract for the provision of logistics support to deployed military personnel. The CBO's own estimates projected a total cost for the contract over 20 years of $41bn, as opposed to $78bn for Army provision ($37bn, or roughly 47%, lower). However, this CBO study questions some of the assumptions made in arriving at those figures, changes to which could affect the estimated savings rates significantly.

This study analyses data from approx 3,500 DoD Commercial Activities competitions from 1978 to 1994 to assess the potential for further cost savings if more DoD functions were competed. DoD had achieved $1.46bn in annual savings from the completed A-76 competitions in the data set. The authors forecast that an additional $5.74bn could be delivered if DoD's entire inventory of commercial activities were competed.

DOD Competitive Sourcing: Savings Are Occurring, but Actions Are Needed to Improve Accuracy of Savings Estimates (PDF)

The US Department of Defense expected to achieve about $9.2 billion in savings during fiscal years 1997 to 2005 and $2.8 billion in annual recurring savings thereafter. This GAO report reviews a sample of nine competitions to assess the extent to which actual savings were achieved from the competitions. It concludes that savings resulted in seven of the cases, albeit less than initially projected.

Results of A-76 Studies Over the Past 5 Years (PDF)

A review of DoD data on 286 A-76 studies completed between 1995 and 2000. DoD had concluded that the competitions generated savings of $290m in fiscal year 1999. However, the GAO reported that limitations in the available data made it difficult to reach precise estimates.

Outsourcing TA-4J Maintenance: Cost and Quality Experience (PDF)

A case study of US Navy competitions for maintenance services for TA-4J naval training aircraft. It covers three successive contracts, let to different contractors, in 1985, 1989 and 1993. The author found that the contractors used fewer resources to deliver equivalent services. At the start of the first contract, performance declined, but this did not occur with subsequent changes of contractor. Over the long-term contractors performed as well, if not better, than in-house teams in almost every case.

This report analyses the impact of the A-76 procurement approach, designed to encourage the use to private firms to provide services to the government where this is viable. A review of five commercial functions at two Air Force bases in San Antonio, Texas: food services, clothing alterations and hospital housekeeping at Lackland AFB, first contracted-out in 1958; and the motor pool and Precision Measurement Equipment Laboratory at Kelly AFB, first contracted in 1974.  The study examines whether savings from contracting were realised, the sources of any savings, the effect on personnel and the level of competition for the contracts.

Against a background of Pentagon budget constraints, this report explores the nature of the defence civilian workforce and options for achieving efficiencies, including the use of privately employed personnel to deliver certain services. Evidence from specific services converted to contract during FY1974 showed savings of 39% each from contracting out laundry and custodial services, 47% for refuse and waste disposal, and 22% for food services.

On the basis of a report by the Auditor General (available below) and evidence from the MOD and Modus consortium who undertook the PFI project, this report focuses on three key concerns: the extent of financial savings, the comparative costs compared to conventional procurement and the risks of a long-term PFI deal. The report concludes that there should have been closer attention to financing costs, and that these costs should be compared to other forms of procurement to evaluate the money for value in the deal. It also finds that departments need to understand their future needs to avoid the time and costs of additional contracts to the main deal.

The NAO's analysis of the redevelopment project for the MOD Main Building. The PFI contract was let in May 2000 for a 30-year period. The study concluded that the financial benefits of the deal would be similar to that of conventional procurement, but that other factors (in particular, risk transfer) tipped the balance in favour of PFI.

This is a report on the introduction of the Apache Helicopter, which includes some analysis of the separate PFI contract to provide training services. The training services contract was let in July 1998, after a late decision to select a PFI route on grounds of affordability. The delivery of the Apache is going broadly to plan, but managing all aspects of delivery in a coherent manner is challenging.

An analysis of the MOD PFI contract for a Defence Fixed Communications System, which was let as a ten-year contract in July 1997. The MOD had estimated cost reductions from the deal of around £30m (20%) against a public sector comparator. The NAO was unable to test this figure fully, but concluded that the Department had secured the contracted services at a 'generally reasonable' price.

Medium Support Helicopter Aircrew Training Facility: PFI Case Study

This report is a case study examining the PFI contract for the provision of aircrew training for the RAF Support Helicopter force. The project was felt to offer valuable lessons, being the first PFI contract involving defence-specific assets that had been awarded by the Defence Procurement Agency (DPA).

An examination of the overall success of the Commercial Support Programme. The Department's estimates for the programme projected annual savings of A$155m. The ANAO found exact savings hard to quantify, but concluded that, whether the winning bid came from an in-house or an external supplier, the competition process under the CSP increased the cost-effectiveness of supplying Defence support services.
