The paper analyses the pros and cons of public-private partnerships by identifying the sources of both higher benefits and higher costs associated with them as compared to traditional public investment.  In addition the paper considers public-private partnerships from a macroeconomic perspective, focussing on their impact on fiscal policy and aggregate growth.

A report of an Industry Commission study looking at issues in public sector contracting, with recommendations and conclusions. It touches on almost all aspects of the performance measurement debate including incentives, inputs vs outputs, monitoring, setting requirements, perverse incentives. Appendix E contains a review of empirical studies into the cost effects of contracting. There is also a case study of the experience of contracting out Amberly RAAF base, which include a cost-benefits analysis.

Making Markets: A Review of the Audits of the Client Role for Contracted Services

Local Audits were carried out on 380 local authorities and reviewed against the themes of the Audit Commission's 1993 report, Realising the Benefits of  Competition. It was found that most local authorities had handled Compulsory Competitive Tendering well but improvements could be made if outputs were better specified, consumers were involved and more contractors were encouraged to compete for services.

A report form the Comptroller of USA stating the necessity of determining whether cleaning services should be provided by its in-house staff or by contract personnel, making the case that traditional ways for providing such services are inefficient.
