Protecting Staff in PPP/PFI Deals (PDF)

This report examines the terms and conditions of employees working on PPP/PFI contracts in 2004. It analyses how the outsourcing of public services to the private sector affected the terms and conditions of employment of former public sector employees, protected by TUPE legislation, and how these terms differ from those of new staff recruited directly by the contractor, who are not protected by TUPE.

This report is based on surveys with managers on the front-line of dispute management. It includes responses from 70 private sector and 30 public sector companies, identifying both similarities and deviation in behaviour between the two. Suppliers, employees and customers are the dominant sources of problems; while 'poor communication' and 'failure to deliver' are the top causes of disputes in both sectors, both are more acute in the public sector. Additionally there is often in a struggle in public sector firms to identify someone to take ownership of the dispute, and a disproportionate number of public sector disputes because there is 'no contract in place'. Broader issues of the causes, escalation and management of disputes in organisations are also examined.

The privatisation of QinetiQ (PDF)

This report analyses the privatisation process of QinetiQ during its two phases. According to the CPA, the first phase in which a minority stake in the business was sold to the private equity firm, the Carlyle Group, was mismanaged. The second stage, however, a flotation on the London Stock Exchange, was conducted smoothly. This report includes the formal meeting minutes and the transcription of interviews with the Ministry of Defence, Shareholder Executive and the Chairman of QinetiQ.
