Electronic Monitoring Scotland

Serco's Electronic Monitoring Scotland contract commenced in 2006 on a five year contract with the Scottish Government. Following a two year contract extension, the contract will now run until 2013. The contract is managed by officers within the Community Justice Services Division.

Electronic monitoring ("tagging") refers to the process of ensuring that an offender adheres to his/her curfew order, by making use of electronic equipment. A transmitter (or Site Monitoring Unit) and a receiver (or Personal Identification Device) provides information to the Serco Control Centre confirming that an offender is present at a specified address within a restricted time. Individuals will wear a 'tag' either on the ankle or the wrist and the monitoring unit is installed at the address.

Electronic monitoring can be used either to restrict a person to a specified address or to restrict a person away from an address, or a combination of both.

Electronic Monitoring can be used:

  • As an alternative to custody
  • To assist in providing a structure to an individuals day
  • Providing support to an individual whilst in the community
  • Assisting in the transition of an individual from a custodial environment to the community

Once an individual is fitted with a 'tag' Serco will advise them of their boundaries during the restriction period. Any equipment tampers will be relayed to the Serco Control Centre.

Serco employ 100 staff throughout the length and breadth of Scotland both home based and also within our Control Centre in East Kilbride.

Since the contract began, Serco has managed more than 12,200 offenders and has overseen the number of offenders monitored increase by more than 200%.

The contract has also successfully achieved Investor in People status and has designed and introduced a vocational qualification solely for the use of staff within this environment. The SVQ "Community Support through Electronic Monitoring" Level 3 is the first of its kind in the UK.
