Athena has been developed through a highly successful strategic partnership between the National Crime Squad (NCS) and Serco. The NCS recognised very early that there was no system available that would support their pro-active intelligence-led operations.
Athena is designed to ensure that operations achieve the maximum number of convictions on cases presented to court, as well as disruption to criminal organisations.

The NCS Strategic Partnership is a highly successful IT outsourcing and software development contract. The close working relationship and active involvement of the NCS with Serco has been fundamental to the successful development of Athena.
Without this partnership approach and the willingness of all parties to work in an open, trusting and flexible way, Athena might not have been the success it is.
Athena is a fully integrated intelligence, operations and evidential management system that is easily adapted to support both multiple and diverse business processes.
It has been developed in conjunction with the National Crime Squad to support the processes needed to manage, evaluate and efficiently run operations at levels two and three criminality.

Athena Intelligence
Athena’s Intelligence module is a complete system to gather, qualify, and work with intelligence.
It is fully integrated with both i2’s Analyst Notebook 6 and Very Lightweight Viewer (VLV). These products can view and update the same intelligence used within the rest of the system.
The module conforms to the ACPO Code and Manual for the Recording and Dissemination of Intelligence.
Athena Operations Management
The Operation Management module covers both the maintenance and running of operations. All areas of the module are designed to be intelligence-led, but can work in the absence of intelligence.
The module supports processes agreed with the Office of Surveillance Commissioners.
Athena Evidence Management
The Evidence Management module covers all aspects of managing exhibits, disclosure and case file preparation. Documents from the rest of the system are automatically added to the Disclosure Officer’s Inbox.
The module is built to allow the Crown Prosecution Service early access to the case preparation process.
