Serco’s ‘One Pass’ at Restormel Borough Council

Serco and Restormel BC are embarking on a new and exciting partnership that will revolutionise the way local environmental services are provided. In the “One Pass” initiative, Serco’s refuse and recycling service collects both recyclable and non-recyclable waste in a single visit using a single vehicle. This means the days of needing to route multiple collection vehicles past each house are numbered. This reduces both congestion, air pollution and collection costs, which is good news for the environment - and for local council taxpayers.

Serco’s technical team have designed solutions to accommodate the unique local geography. Restormel is a beautiful borough, but one characterized by a large number of villages where narrow cobbled streets makes access for collection vehicles and teams difficult. Working closely with the vehicle supplier, our teams commissioned a new vehicle just for the purpose. With a combination of specially adapted narrow width body and rear steer technologies, the vehicle, literally, turns on a sixpence. This unique approach has enabled Serco and the Council to re-invest the savings into a full programme of improvements to the streetscene and the local environment. As a result, the public toilets in Restormel have taken on a new lease of life and are cleaner, brighter and fresher.

Recognising the importance of tourism to the local economy, Serco has invested heavily in new street cleaning equipment and vehicles. The introduction of street washing at popular tourist destinations such as Newquay will noticeably improve the cleanliness and appearance of paved areas. As a company committed to reducing the negative impact of its operations on the environment, Serco made sure it used a ‘next generation’ street washing vehicle that recycles the water as part of the cleaning process, reducing water consumption and wastage.

"The partnership offers higher quality services at a lower cost. The services will receive a substantial investment; residents will benefit from the introduction of much needed equipment and new ways of working which will lead to a better standard of streetcare and parks."
Gareth Pinwell, Chief Executive, Restormel BC
