Welfare to Work

increasing the long-term life chances of unemployed people

Flexible New Deal

Serco's delivery strategy for Flexible New Deal is to subcontract all front-line delivery to a network of subcontractors, drawing on the best local and national welfare-to-work providers and integrating them effectively with specialist, community-based organisations.

The key features of Serco's Flexible New Deal model are:

  • The introduction of a unique 3-step model, with the intensity of tailored support, the resources available and the level of jobseeker activity required increasing at each Step;
  • Customer choice, with jobseekers empowered to create a personalised programme;
  • The implementation of a web-based case management system across all providers, driving performance and facilitating accountability;
  • Coordination of employer engagement;
  • Localisation, working with local providers and stakeholders who understand the key challenges relating to worklessness in each area;
  • A network of Specialist Support Providers to wrap around core provision.
