Andrew Head
Chief Executive Officer
Serco Asia Pacific
Andrew joined Serco Asia Pacific in October 2023 as CEO.
Andrew has more than 25 years' experience spanning the public and private sector, including listed and unlisted companies, state government and international consulting organisations.
From 2018 to 2023, Andrew was CEO of WestConnex, Australia’s largest road infrastructure project (AUD$16B). He spent 20 years at Transurban (ASX:TCL) including 15 years as an Executive Committee member where he was a key contributor to the growth of the company from a small listed entity with one asset to the world’s largest toll road company with a portfolio of 22 assets and a market capitalisation of over AUD$60B. He is a highly successful leader with specialist expertise developed in relation to leading and growing companies within complex stakeholder environments.
Andrew holds a Bachelor's degree in political science and communication, and has qualifications from the Australian Securities Institute and the Australian Institute of Company Directors. He has completed the Insead Advanced Management Program (Fontainebleau, France) and attended the Stanford Business School Executive Education program.
Mark Coster
Chief Financial Officer
Mark joined Serco Asia Pacific in 2012, taking on various Finance Director roles before being appointed Chief Financial Officer in 2024. Reporting to Andrew Head, CEO of AsPac, and Nigel Crossley, Group Chief Financial Officer, Mark plays a crucial role in shaping the financial strategy and operations of Serco Asia Pacific.
With a strong customer-centric approach, Mark brings extensive experience in contract management, commercial negotiations, and leading transformational initiatives to optimise business performance.
In addition to his role as CFO, Mark is a Company Director and a member of the Chartered Global Management Accountants. He also serves as Serco Asia Pacific's Executive Sponsor for Gender Equality, championing initiatives that promote diversity and inclusion within the workplace.
Julie Carroll
Chief People & Culture Officer
Julie joined Serco in January 2018 and brings more than 20 years’ experience in human resources. Most recently, Julie served as Director, Talent and Advisory Solutions at Deloitte, where she led the Centre of Excellence within People and Performance. Prior to this, Julie held various human resources leadership roles including Director, People and Capability at Leighton Contractors and as Manager, Human Resources at Endeavour Energy. An alumnus of the University of Newcastle, Julie holds a Masters of Business Administration, a Masters of Human Resources and Industrial Relations, and a Bachelor of Arts in Psychology.
Heath Chapple
Chief Operating Officer
Heath joined Serco in 2011 and served as Managing Director across the Asia Pacific Justice & Immigration business units, before transitioning to Serco’s UK & Europe division to take on a similar role in 2019. Heath returned to Asia Pacific in 2023 and is now overseeing key strategic growth opportunities for the region.
Prior to joining Serco, Heath held senior management positions in various medium to large international companies across different service industry sectors, including Defence, Immigration, Justice, Healthcare, Education, Aged Care, Transport, Shipping, Stevedoring and Providoring.
Heath holds postgraduate qualifications in Finance and Business, and has a strong commercial background focusing on operational excellence and growing new business opportunities.
Rachel Owens
Chief Growth and Strategy Officer
Rachel has over 15 years leadership experience in the private sector, specialising in strategy and growth within the Justice, Security and Immigration sectors in the UK, Asia-Pacific and Australia. She has been instrumental in leading strategic expansion, fostering collaborations, and identifying potential areas for innovation since her secondment to Chief Growth Officer role for Serco Asia Pacific at the beginning of 2024. In her former position as the Director of Strategy and Business Development for Justice & Immigration, Rachel was the driving force behind the development of Serco ASPAC Justice and Immigration strategy, which encompassed the introduction of new capabilities, nurturing strategic customer and industry relationships, and collaboration with regional and international businesses to unearth new market possibilities and deliver value to clients.
Rachel holds a Master’s degree in information studies, and prior to joining the private sector worked in academic research specialising in the use of information and technology to support economic development in developing countries. She is passionate about creating an environment of inclusion and empowerment, is a champion of environmental and social responsibility programs, and is currently the Chair of the Serco ASPAC Family and Domestic Violence working group.
Jeannine Biviano
Community Services, Managing Director
Jeannine joined Serco in March 2023 and brings extensive experience in leading innovation and service transformation in health and social services across public, private and NFP sectors.
Jeannine has held senior leadership roles at KPMG and Deputy Secretary roles in the NSW Government Department of Customer Service, Department of Finance, Services and Innovation and the Department of Industry, Trade and Investment.
Her significant health care expertise includes leading and driving strategic health outcomes and the redevelopment and commissioning of several hospitals and aged care facilities as CEO of Macquarie Area Health Service and as the General Manager at Catholic Healthcare, and more recently as Executive Director Healthcare for Compass Group Australia.
Jeannine holds a Master of Economics and is a Fellow of Chartered Accountants Australia and New Zealand, a graduate of the Australian Institute of Company Directors and a former Telstra NSW Businesswoman of the Year.
Michael Strickland
Justice & Immigration, Managing Director
Michael is an experienced Strategic Leader with a demonstrated history of working in services industries. Michael is highly skilled in Contract Management, Financial Control, Operations Management, Facility Management and Leadership.
Michael joined Serco in 2012 and served three years as Finance Director for Immigration and Facility Services, then four years as Finance Director for Justice & Immigration before being appointed to his current role in August 2019.
Michael is tertiary educated, a Chartered Accountant and holds a Master of Business Administration (MBA) from AGSM.
Rear Admiral Clint Thomas, AM, CSC, RANR
Defence, Managing Director
Clint was appointed as Serco Asia Pacific’s Managing Director, Defence in July 2017 following a distinguished 40-year career in Defence and the Royal Australian Navy as a Maritime Logistics Officer, during which he was made a Member of the Order of Australia in 2008, awarded the Conspicuous Service Cross, and was awarded a Chief of Defence Commendation for the Defence Integrated Distribution System contract remediation.
As Rear Admiral for the Navy, Clint was previously Commander, Joint Logistics which included specific responsibilities as the Senior Defence Logistician and Strategic Logistics advisor to the Chief of the Defence Force and the Secretary for the Department of Defence, and Manager of all Defence Supply Chain services both within Australia and in direct support of all deployed Operations.
Clint is highly respected by the senior leaders of the Australian Defence Force and has a deep understanding of our customers’ operational requirements.
