Court Escorting and Custody Services
Serco's Prisoner Escort and Custody Services contract for London and the East of England makes a critical contribution to the Criminal Justice System in England & Wales, by ensuring the safe, secure and decent transport of prisoners between courts and their associated prisons and police stations and the effective operation of court custody suites and associated docks.
The current PECS contract was awarded in March 2011 and commenced operations on 29 August, for a period of 7 years ending on 28 August 2018. Our service delivery model is an unincorporated joint venture with Wincanton PLC, a European leader in supply chain solutions and fleet management.
We transport prisoners to and from 24 Crown Courts, 43 Magistrates' Courts, 24 prisons and 131 Police Stations. This includes many of the most high profile courts in England & Wales, including the Royal Courts of Justice, the Central Criminal Court and Westminster Magistrates' Courts.
We escort on average 24,000 prisoners per month and operate from 7 vehicle bases across London and East of England, 5 of which are Wincanton sites.
With a fleet of nearly 200 specialist cellular & multi-purpose vehicles, we have a workforce of 1,200 staff based at 76 locations across London and East of England. Our Back Office and Support Services team is based in Bloxham, Oxfordshire and our Operational Control Centre is based in Gloucester.
Our main customer is the Probation and Contracted Services Directorate of the National Offender Management Service; we take a partnership approach to working with our NOMS customer and associated stakeholders including HM Courts & Tribunal Service, the Youth Justice Board, and Police Forces across London and East of England including the Metropolitan Police Service.
