Natasha McLean - Vice President, Canada Services

As Vice President of Serco's Canada Services business unit, Natasha is responsible for leading and growing the company’s Defence, Citizen Services and Transportation portfolios across Canada.  She leads a team of over 1200 employees, supporting key government contracts at 5 Wing Goose Bay, 15 Wing Moose Jaw, as well as operating Ontario’s DriveTest Centres on behalf of the Ministry of Transportation. 

Natasha is a responsive, energetic, and well-rounded leader with over 25 years of business experience, and a strong background in human resources and defence operations.  She spent her early career in increasingly senior roles supporting management development, leadership training, and human resources/labour relations, before moving into operational management. 

Prior to her role as Managing Director, Natasha ran the company’s 5 Wing Goose Bay contract, delivering air operations, engineering, and logistics services to the Royal Canadian Air Force.  She successfully delivered an operational transformation, enabling innovation and technology in support of Serco’s highly skilled and experienced workforce to deliver improved customer service and operational outcomes.  Natasha’s exceptional leadership has resulted in numerous awards, including Serco’s Global Pulse award for living the corporate value of Trust.

A staunch advocate of life-long learning and continuous improvement for herself and her employees, Natasha earned her Bachelor of Business Administration degree from St. Francis Xavier University and has since completed many professional courses, including Serco’s prestigious Oxford University Leadership Program in England. 

An Indigenous role model from Labrador, Natasha proudly leads Serco’s inclusion and diversity efforts and has supported many community organizations, including holding executive roles in the HV-GB Rotary Club.  

Tom Wheeler - Site Manager, Goose Bay

Tom joined the Serco team in November 2012 and held positions as Manager, Telecommunications Information Systems and then Senior manager and Manager Air Operations. Tom has been in the Goose Bay Site Manager position for just over two years.

Prior to Serco, he had 34 years distinguished service with the Canadian Armed Forces working in the Communication and Electronics domain.  His career (Private to Major) involved numerous postings throughout Canada, Alaska NORAD region, and tours with the United Nations and NATO. During his posting with Alaska NORAD Region, Tom received the Deputy NORAD Commanders Commendation, United States Meritorious Service Medal, and the USAF Recognition Commander-in-Chief Award. 

Tom enjoys hunting, fishing diving and the great outdoors. A must when working in Goose Bay.

Gary Cook - Managing Director, DES

Gary joined Serco in the Fall of 2016, as Managing Director for Citizen Services in Ontario.  In that role, Gary is responsible for overseeing two key Canadian contracts, those being the Driver Examination Services and Security Guard Testing contracts.  Gary leads a team of 800 employees who work out of 56 permanent and 39 temporary facilities spread across the entire province of Ontario.

Gary is a dedicated and savvy leader with 20 years of Executive level management experience in running large customer operations, as well as managing complex client and stakeholder partnerships.  In those roles, Gary has fostered a reputation for promoting operational excellence and for driving high levels of efficiency balanced with the promotion of exemplary service. Gary has received numerous individual and team-based corporate awards throughout his career for his efforts in managing large projects and for his delivery of exceptional operational results.

Gary holds a law degree from Osgoode Hall in Ontario, as well as a Bachelor of Arts undergraduate degree.  He has also been an active member of Mensa Canada for the past 25 years.

When not at work, Gary can be found travelling the globe or engaged in various outdoor pursuits. 

Robb Nesbitt - Program Manager NFTC Moose Jaw

Robb Nesbitt is the Serco Program Manager for the NATO Flying Training in Canada (NFTC) operation in Moose Jaw, Saskatchewan. Reporting directly to the Vice President of Serco Canada, Robb is responsible for Serco’s aviation services in support of Canada’s military pilot training program at 15 Wing Moose Jaw – Canada’s busiest military airport and home to the 431 Snowbird Air Demonstration Squadron. 

With over 32 years of service, Robb retired as a Major from the Royal Canadian Air Force in 2018. He joined Serco in the summer of 2019 and continues to lead Serco’s NFTC program, providing high caliber, professional aviation weather services, airfield electronics services and air traffic control services to customers at 15 Wing.

Robb has a diverse aviation and space background. He served in a variety of aviation and space environments and completed six tours to combat theatres.  Robb served in several NORAD surveillance units, flew as an AWACS airborne crewmember, was a satellite/ground station control operator, a VFR tower controller at Canada’s busiest military airport, flew UAVs in Afghanistan and, was a regional airport manager. His excellence was recognized in his service as Honourary Aide de Camp to the Lieutenant Governor of Saskatchewan for 14 years.

Robb’s university pursuits have largely focused on his interests in cultural anthropology and philosophy. He is a Certified Member (CM) of the International Association of Airport Executives.

Deron Clements - VP, Business Development, Citizen Services Business

Deron Clements has lead strategic business pursuits across the public sector for over 20 years.  Based in Toronto, Ontario, Deron joined Serco Canada in November, 2014. He currently leads the business development efforts for the Citizen Services Business Group, responsible for top line revenue growth in the Canada Services, Transportation, and Case Management Business Units. This scope spans all opportunities across Federal, Provincial and State / local clients. 

Deron is focused on building and shaping the market for government service delivery partnerships. He has helped to identify and support the transformation of public sector delivery models across sectoral business lines, including Justice, Finance, Social Services and Central Agencies.  With a focus on client service excellence, he is a frequent participant and speaker on Alternative Service Delivery and overall fiscal sustainability of government.  He works closely with clients, industry associations and advocacy groups to promote thought leadership and approaches to helping Serco clients achieve better outcomes. 

Prior to joining Serco, Deron served as the Vice President, Business Development for Ontario Public Sector at KPMG, where he supported the overall business development for KPMG’s public sector vertical across its Tax, Audit and Advisory functions.  Deron’s career has also included work with specialist organizations such as Chartwell IRM Inc.  

JC Dupont - Director, Business Development, Defence & Security

Jean-Christian joined Serco Services Canada in 2017 as Business Development Director for Defence and Security. He is  accountable for the company’s growth objectives and pipeline maintenance in key, strategic Defence and Security markets.

Bringing over 25 years of extensive aerospace experience, Jean Christian has worked in business segments including: R&D, aircraft testing and type certification, manufacturing technologies, flight line operations, airworthiness, aircraft maintenance and program management.

The first phase of his career started as a Test Engineer in aircraft propulsion design and assembly at Pratt & Whitney Canada. In 2005, he joined the L3Harris team in Mirabel as a Project Engineer for the CF-18 Life Extension Program. When Bombardier Aerospace launched a new, clean sheet design commercial aircraft, in 2008, he joined the Bombardier R&D team as the Project Engineer for the CSeries (A220) Program. During this time, he worked on the Joint Conceptual Definition Phase through to the Critical Design Review. In 2012, Bombardier transferred Jean-Christian to 15 Wing, Moose Jaw in Saskatchewan where he took on the Director of Operations and Engineering role for the NATO Flying Training Program in Canada. In this role, he was accountable for all operational and engineering activities related to flight line operations and airworthiness for the Beechcraft Harvard and BAE Hawk fleets in Moose Jaw and Cold Lake.

Jean-Christian earned an Aerospace Engineering degree from Sherbrooke University and is a Professional Engineer, registered in the Province of Ontario.

Serco Canada Marine

Russ Peters - General Manager, Serco Canada Marine

Russell Peters is the General Manager of Serco Canada Marine and is responsible to the Senior Vice President of International Maritime Programs.  As GM for Serco Canada Marine, he is responsible for overseeing and growing Serco Canada Marine’s marine supporting both Canadian government and commercial customers, as well as international customers.

Russ retired as a Lieutenant Commander from the Royal Canadian Navy in 2009 after serving for 20 years, and joined Alion Canada (now Serco Canada Marine) in 2009.  Since then he has lead Serco Canada Marine through significant growth in 10 years and programs supporting the RCN, CCG, commercial and international customers. 

He is a Professional Engineer registered in the Province of Ontario, and a certified Project Management Professional.  He has degrees in Mechanical Engineering from the University of British Columbia and a Masters of Science in Naval Architecture from University College London in the UK.
