The Federal Emergency Management Agency’s (FEMA) mission is to support citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, respond to, recover from, and implement prevention and mitigation of potential known hazards. Within FEMA, the Recovery Directorate's Public Assistance Division has the specific mission of providing applicant assistance to State, Tribal and local Government so communities can quickly respond to and recover from declared emergencies and disasters declared by the President of the United States. FEMA also provides supplemental Federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, and restoration of disaster-damaged, publicly owned facilities and the facilities of certain Public Non-Profit (PNP) organizations as authorized under the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

Under the Public Assistance Technical Assistance Contract (PA TAC V), Serco provides the people and resources to support during major disasters and emergencies. Serco hires and deploys personnel to provide advisory and assistance services, technical assessments, cost analysis, as well as project management support to ensure accurate, efficient, and consistent recovery operations. These services are typically only needed for short periods of time after major disasters and emergencies to implement the Public Assistance Program.
