One Acquisition Solution for Integrated Services, or OASIS, is the General Service Administration’s (GSA) multiple-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract that provides flexible and innovative solutions for complex professional services.

The contract:

  • Allows ancillary support components, referred to as the Other Direct Costs (ODC), at the task order level.

  • Spans multiple professional service disciplines;

  • Allows flexibility for all contract types, including hybrids and cost-reimbursement, at the task order level; and,

  • Allows ancillary support components, referred to as the Other Direct Costs (ODC), at the task order level.

The core disciplines of the contract include program management services, management consulting services, logistics services, engineering services, scientific services, and financial services. Services under OASIS span 28 NAICS codes and 6 exceptions or 34 codes - exceptions in all. These 34 codes/exceptions are allocated among 7 NAICS code pools. All codes/exceptions in a pool share a common small business (SB) size standard. Agencies can solicit task order proposals from contractors holding awards in the pool with the NAICS code that matches the agency’s requirement.

Why OASIS?

OASIS offers more meaningful proposed rate comparisons at the task order level – apples to apples, and 104 OASIS LCATs (individual and groups priced at the master contract level) cover 127 OMB SOC occupations and over 1,000 typical industry job titles.

The remainder of the 840 SOC occupations can be added and priced at the task order level as ancillary labor.

Task orders can be established to cover organizational service requirements and complete projects that entail any professional service discipline that does not have IT as its primary focus.

Pricing Tool

The automated pricing tool:

  • Can be used in building realistic estimates for the labor portion of requirements;
  • Is a quick and easy-to-use tool for creating the task order Independent Government Cost Estimate (IGCE);
  • Incorporates statistics for each SOC system occupation based on Bureau of Labor Statistics (BLS) surveys as direct rates and OASIS Awardee indirect rates, and prices; and
  • Can index pricing for up to 640 precise geographic locations.

  • Time & Material / Labor Hour

Longer-term Planning

OASIS has no program ceiling, a five-year base and one five-year option, and provides for long term planning for complex program requirements.

Tiered Access Fee

OASIS offers an Innovative tiered access fee, ranging from 0.1-0.75 percent based on obligation level.

How to use Oasis

Federal Contracting Officers must follow these steps to begin using GSA’s OASIS.

Before issuing task orders using OASIS, Federal Contracting Officers (Cos) must complete training and receive a Delegation of Procurement Authority (DPA). Training sessions last approximately 90 minutes and some venues will offer Continuous Learning Points (CLPs). GSA offers training in the following venues:

Required Steps

  1. Request a Delegation of Procurement Authority (DPA): The DPA establishing the Ordering Contracting Officer’s (OCO’s) roles and responsibilities.
  2. Attend DPA training.
  3. Conduct Market Research and Acquisition Planning.
  4. Build the Task Order Situation.
  5. Issue the Task Order Situation.
  6. Conduct evaluations.
  7. Award the Task Order.
  8. Send the Task Order Award Information to the OASIS office.
  9. Report Contract Actions: View instructions on task order reporting in the FPDS-NG System.
  10. Administer the Task order —include the OASIS office on modifications.
  11. Review Past Performance: Review and report your contractor’s past performance.
  12. Close out your task order when appropriate.

  1. Use GSA website links to conduct market research, including Requests for Information and draft task order solicitations.
  2. Use the OASIS Pricing Tool to develop your IGCE.
  3. Get a Pre-Award Scope Review from the OASIS Program Office.
  4. Reach out to the OASIS Program Office team anywhere in the procurement process.
