Training and Resilience
Serco provides globally respected academic, operational, and resilience training provision to enhance and upskill personnel to achieve improved results in mission-critical and other operational areas.
Working in cooperation with the military, Cabinet Office, and selected universities, we provide masters and degree level educational and training capabilities via blended synthetic and classroom facilities. Our overall aim is to help develop and retain skilled and motivated leaders, technical specialists, and business continuity/emergency planning experts.
Emergency Planning College

Serco provides key emergency and crisis management training courses and subject matter expertise to the Cabinet Office under a 15 year contract, to manage and operate the Emergency Planning College (EPC) in Easingwold near York . Serco works with the Cabinet Office to create a more resilient UK community by supporting our customers with tools, techniques and training to comply with emergency planning legislation and operational requirements, including cyber. Our clients in government and local authorities, emergency services, utilities companies, telecom providers, transport and infrastructure all learn how to continually improve their organisation’s resilience from our wide breadth of training courses, plan validation, exercising solutions and consultancy services.
The EPC is the largest provider of emergency planning, crisis management, business continuity, crowd and spectator safety management training, exercising and research in the UK. EPC has been described by the Royal United Services Institute (RUSI) as ‘vital to the UK’s ability to respond to threats in the National Risk Register’.
Core services we provide:
- Provision of training courses to over 7,000 delegates per year, in over 40 courses, 44% of which are delivered offsite.
- Design and delivery of training and consulting services across the world with operations in 19 countries.
- Provision of Central Government Emergency Response Training inside the Cabinet Office Briefing Room emergency sessions (COBRA), training ministers and their staff for crisis situations.
- Operation of a dedicated training and exercising campus near Easingwold in Yorkshire set in a 240 acre estate.
Stats and facts:
- For the past 15 years the EPC has exported training services to over 1,200 delegates each year in 19 countries across the globe.
- The EPC boasts a cadre of over 100 renowned subject matter experts and has been delivering training and exercising services for over 80 years.
Defence Academy

The Defence Academy provides the MoD with specialist higher education at its Shrivenham site, a large purpose-built facility comprising 660 acres. Serco has been involved with the provision of services on the Shrivenham campus site since 2000 in the role of main provider of both Hard and Soft Facilities Management. As well as this role, the operation includes the provision of academic learning each year via the Joint Services Command and Staff College.
The Academy annually carries out pre and post-graduate education and training (for some 100,000 visitors annually) covering leadership, strategy, science and technology, and business skills.

- Hard FM across the Defence Academy site to over 150 main buildings and 290 married quarters
- Soft FM to support the > 400,000 training days delivered each year
- ICT services including network, infrastructure and desktop services.
