Serco Americas Senior Leadership

Tom oversees the $1.5 billion business with approximately 9,500 employees providing support in three key market sectors - Defense, Citizen Services, and Transportation. 

Prior to being promoted to CEO in September 2022, Tom served as Serco’s Senior Vice President, of the Defense Services Business Group and the Company’s Acquisition, Program Management & Logistics Business Unit and the Systems Integration & Installation Business Unit.  

Before to joining Serco in 2018, Tom held positions of increasing responsibility with SAIC for 22 years. His last position was as Senior Vice President and General Manager of SAIC's Navy and Marine Corps Business Unit which had annual revenues of over $1B with ~4000 employees. The BU provided mission critical technical and engineering support services and products and system integration support and solutions for ship, shore, submarine, vehicle and aviation and weapons systems programs for U.S. Navy and Marine Corps customers.

Before joining SAIC, he worked for RCI (now Serco) providing technical and engineering support for U.S. Navy intelligence and information systems. Tom has more than 30 years of experience in supporting and leading command, control, communications, computers, and intelligence systems programs, management, engineering and technical support, hardware and software systems development, production and integration, IT systems, management, and business development efforts. His career also includes six years active duty in the U.S. Navy as an electronics technician.

Tom earned a Master of Business Administration (MBA) from the University of Maryland, and a Bachelor’s degree in Information Technology from National University.

Gordon brings to Serco more than two decades of government contracting experience. For the past two years, he was the CFO for Constellis, a  multi-billion dollar Global enterprise focused on risk management, security, humanitarian, training and operational support services to government and commercial customers worldwide where he recently helped lead them through a successful debt restructuring.  Prior to that, Gordon was the EVP & CFO at ASRC Federal, a multi-billion dollar enterprise focused on a range of services to the federal civilian, intelligence and defense agencies where he played a large role in the company’s organic and acquisitive growth.

Gordon began his government contracting career with Northrop Grumman (formerly Litton PRC) where he ultimately served as the CFO of the Civil Systems Division, Cyber Solutions Division, and Intelligence Systems Division.  He also held various other leadership positions across Health IT, DoD, Commercial, State and Local portfolios. 

Prior to joining Serco, Melissa served as Chief Human Resources Officer at J&J Worldwide Services, where she played a pivotal role in modernizing and scaling the HR function to support business growth and led the HR diligence through a successful $800M acquisition. Prior to that, she spent nearly a decade at Lockheed Martin, where she held various leadership roles and was instrumental in aligning business strategy with people initiatives to drive organizational success.

A U.S. Army veteran, Melissa holds a Master of Business Administration in Strategic Management from the University of Wisconsin—Madison and a Bachelor of Science in Psychology from the University of Wisconsin—Oshkosh. She is also certified as a Senior Professional in Human Resources (SPHR) and a SHRM Senior Certified Professional (SHRM-SCP).

With over 1,300 employees, U.S. and OCONUS operations, the APM&L BU provides lifecycle acquisition, training, analytics and IT, workplace and facilities management, operations and contingency planning, engineering, technical and advisory support to mission-critical systems and programs for DoD, Federal, and Intel customers.

Trisha joined Serco in 2007 as a Technical Business Consultant providing technical and cost analysis for US Army and Federal programs. Managing multiple contracts and capturing new business opportunities, she was subsequently promoted to PM and Director, and VP of APM Operations.

Prior to joining Serco, Trisha was an Economic Professor specializing in International Economics and Public Finance. She has 25 years’ experience providing management and technical support in policy analysis and decision making for DoD, other Federal Agencies, and International Organizations. Her research in International Economics and Pricing is published in peer-reviewed journals of Business and Economics. Trisha earned a Ph.D. in Economics (University of Georgia) and a B.S. in Management Science (State University of New York)

David has more than 25 years of experience in government contracting. Before joining Serco in late 2016, he was a Senior Vice President for Xerox where he ran the urban mobility, parking, and court business units.  He also led business development, strategy, and acquisitions for their Transportation division with operations in over 30 countries. He has been co-awarded 15 patents and at one point led a team of 40 scientists from the Palo Alto Research Center (PARC) and other Xerox research centers on innovation projects.  David was the Director of Operations Management for the 2002 Salt Lake Olympic organizing committee, and he was a recipient of PMI's International Project of the Year Award in 2003.  He has also worked in the telecommunications and international development industries.  

David holds an MBA from the University of Michigan Business School, an MA in International Affairs from the George Washington University, and a BA in Political Science from Messiah University.  He serves on the Board of Trustees for the Valley Forge Military Academy and College and is involved in other volunteer work for non-profits.

Mike joined Serco in 2019 as part of the acquisition of Alion’s Naval Service Business Unit.  He had made his was to Alion following the acquisition of Anteon’s Navy contracts, when Alion created Integrated Systems Group focused on maritime business, and Michael assumed the role of Operation Manager for the Surface Combatants Operation. In this capacity, he was responsible for coordinating the daily operations of the Bath, Pascagoula and Washington Navy Yard Divisions and assisting the U.S. Navy in design, acquisition, production and testing of Surface Combatants.

Mike began his career at JJMA as a marine engineer. He held various roles in systems design integration, systems engineering, cost engineering, and production oversight as an owner representative for multiple ship classes.  Michael received a B.S. in Mechanical and Manufacturing Engineering Technology from Clemson University.

Prior to joining Serco, David was Chief Counsel for litigation and labor & employment at AOL. He began his legal career in private practice, first at Shaw, Pittman, Potts & Trowbridge and later at Robins, Kaplan, Miller & Ciresi.

David currently serves on the Board of Directors for Make-A-Wish Mid-Atlantic and previously served on the Board of Directors for Homestretch, Inc., and the Board of Trustees for the Legal Aid Society of the District of Columbia.

David received his undergraduate degree from the University of Michigan and his law degree from the University of Virginia School of Law.

He brings over 20 years of profit and loss experience in providing services & solutions to the U.S. Federal Government. From 2002 to 2022, he held multiple P&L leadership roles at Northrup Grumman supporting a wide range of federal government customers including the CIA, NSA, DIA, NASA, DHS, FAA, DOJ, DOD, US Air Force, US Navy, US Army, US Marine Corps, USCENTCOM, USSOUTHCOM, USINDOPACOM, USSOCOM and JSOC.

Prior to joining Northrop Grumman, Gator retired from the U.S. Marine Corps after 24 years of operational and combat tours (7).

Prior to joining Serco, Alan served as Vice President of Corporate Communications and Investor Relations at SI International. He developed and executed the company's "Rapid Response, Rapid Deployment" brand identity and established the investor relations department during the company's initial public offering (IPO). Alan previously was Director of Public Relations for Intermedia Communications, where he served as company spokesman for one of the nation's fastest growing telecommunications companies during its $4 billion merger. Alan also held management positions in public relations and business marketing communications at Bell Atlantic before, during, and after its merger with NYNEX. At Bell Atlantic, he received the "Leadership for Excellence" award and was selected to the company's "Leadership for the Millennium" program. For over 10 years, Alan worked for U.S. Senator Phil Gramm in various senior-level communications positions, including National Director in the Senate Office, Director at the National Republican Senatorial Committee, and Deputy Campaign Manager. In these roles, he created over 2,200 theme-oriented media events across the country that supported Senator Gramm's key policy initiatives and campaigns.

Alan holds a bachelor of business administration degree in business management from Texas A&M University.

She is responsible for strategic planning activities, business development operations which include building and maintaining a pipeline of business opportunities, capture and proposals management, market intelligence, and mergers and acquisitions efforts.  

Terri brings more than 20 years of extensive experience leading both business development organizations, as well as business and operating units at Northrop Grumman Corporation.  Her background in the federal government contracting industry also includes strategic planning, program management, and strategic growth initiatives for global portfolios.  Prior to Northrop Grumman, she held engineering roles in commercial consulting and federal contracting.  Terri’s most recent leadership positions at Northrop Grumman included Mission Readiness and Protective Systems Business Unit Vice President, Airborne C4ISR Systems Division Business Development Vice President, Situational Awareness and Mission Readiness Business Unit Vice President, and Communications Division Business Development and Strategy Vice President.  In her business unit roles, she was responsible for business performance and growth across $500M+ portfolios.  In Terri’s business development vice president roles, her $3B+ portfolio exceeded awards and book-to-bill goals year over year, while reducing overall costs through efficiencies and increased focus on gated decision making. 

Terri holds a Master of Business Administration from George Mason University and a Bachelor of Science degree from Southern Methodist University. 

In his previous role at legacy-WBB, Kelly was responsible for the Agile Staffing business model with competencies spanning Acquisition Program Management, Systems Engineering, Business/Data Analytics, Financial Management, Machine Learning/Artificial Intelligence, Logistics, Test and Evaluation, Requirements Development, Operations Research, Cost Estimation, Process Improvement, Decision Support, Organizational Design, Change Management, Leader and Culture Development, Risk Management, Strategic Planning, Training, and Contracting.  He joined WBB in 2000 as the Manager for Test and Acquisition; promoted to Senior Manager in 2003; Director, Acquisition and Program Management Center of Excellence in 2008; and Vice President, Competency Sector in 2012.  

Kelly served in the United States Navy for 20 years as a Naval Flight Officer primarily in the F-14 Tomcat, retiring as a Commander in 2000. He is a graduate of the Navy Fighter Weapons School (TOPGUN) and was named F-14 Radar Intercept Officer of the Year in 1990.  Kelly graduated from the United States Naval Academy with a Bachelor of Science and commissioned as an Ensign in 1980. He received a Master of Business Administration, with distinction, from California Lutheran University in 1990.

Natasha has been with Serco for over 20 years, in direct operational management as well as corporate HR support roles. Prior to leading the Canada Services BU, she ran the Site Support Services contract at 5 Wing Goose Bay, delivering air operations, engineering and logistics services to the Royal Canadian Air Force.

Natasha is an indigenous leader from Goose Bay Labrador. She is the Executive Sponsor of SercoWomen, a sponsor of Women In Defence & Security Canada and a member of Canada’s Defence Industry Advisory Group.

Amanda has more than two decades of government contracting experience, with the last 10 years in various leadership roles within the SI2 Business Unit. Prior to returning to Serco, Amanda worked for SPAWAR Systems Center Pacific (SSC PAC) as the Integrated Projects Team Lead for Anti-Terrorism and Force Protection (AT/FP) for Commander, Navy Installations Command (CNIC), and Naval Facilities Command (NAVFAC).

Amanda began her contracting career with Serco, at the U. S. Army Central Identification Laboratory Hawaii (CILHI) / Joint POW/MIA Accounting Command (JPAC).

Amanda holds a B.S. in Information Systems from Hawaii Pacific University and a Master of Business Administration from The University of Colorado. 

Francis joined Serco in 2002. He has managed high-volume complex benefits administration, eligibility verification, and patent classification projects. The business segments include Benefits Administration Services, Case Management Services, Intellectual Property & Records Management Services, Health Delivery Services, and Contact Center Operations.

Prior to joining Serco, he served as a Program Manager at Dynamic Resource Corporation, Director of Operations at Maden Technologies, and Program Manager/Business Development Manager at CTA Incorporated.

Francis served as an officer in the U.S. Air Force for 12 years specializing in Command & Control and Missile Warning Systems.

In his Corporate Services role, Dirk works with the Company's business units and provides insight as we continue to focus on contract performance. 

Dirk has more than 35 years of experience in the government services sector. Prior to joining Serco, Dirk served as Vice President of Contracts at Resource Consultants, Inc. (RCI). Prior to RCI, he served as Vice President, Contracts at Executive Resource Associates.

Dirk holds a Bachelor of Science in Business Administration, with a major in Finance from Old Dominion University.

Prior to his current position, Don served as Serco's Enterprise Technology Officer.  He joined Serco in 2021 following Serco's acquisition of Whitney, Bradley & Brown (WBB).  Don worked at WBB since 2005, where he joined after serving as a United States Naval Supply Corps Officer.
