Efficiency in Government: Navigating Change with DOGE

Published: 10 Mar 2025

In a recent episode of the Serco Tech and Innovation podcast, Al Moseley, Director of Mission Performance Optimization at Serco, shared his valuable insights on the evolving landscape of government efficiency. With the proposed Department of Government Efficiency (DOGE) on the horizon and rapid advancements in technology, this discussion is a must-listen for anyone interested in the future of public sector operations.

Moseley brings his expertise to the forefront as he discusses the importance of understanding the connection between agency requirements and resources. In an era where data-driven decisions are crucial, Moseley emphasizes the need for agencies to have a clear line of sight between their mission requirements, human capital, physical assets, and real estate needs.

The Role of Technology in Strategic Planning

The discussion also explores the challenges agencies face in responding to data calls and the potential impact of DOGE's initiatives, such as the elimination of key regulations and executive actions. "When we talk about government efficiency, we hear a lot about positions or labor, which is a significant portion of the federal budget, but it also extends to resources, facilities and technology," said Don Styer, Chief Technology Officer of Serco in North America, and podcast host. Technology's role in driving efficiency was a key theme, including the use of AI, large language models, and digital twins to analyze data, understand work drivers, and model future scenarios. The team stressed the importance of understanding work requirements and having the ability to re-optimize work with remaining resources.

Navigating Through Organizational Transformation

Moseley also addressed concerns around recent executive orders and the challenges agencies face in responding to data calls and managing workforce uncertainty. When meeting with customers, "most of the questions we're hearing are related to how should they respond to these Executive Orders in an informed way," added Moseley. These types of discussion are important and need to expand beyond the concept of just having certainty of the data, and into really understanding what your people do. "What resources are they driven by? Understanding these areas allow decision-makers to articulate the risk of any position not being filled or being eliminated, how these gaps impact mission requirements. A consistent asset and facility management strategy removes much of the uncertainty and the turmoil that's impacting our customers," concluded Moseley.

Key Takeaways for Decision-makers include:

  • Understanding the agency's mission and baseline requirements.
  • Connecting requirements to resources and preparing for change.
  • Leveraging technology to drive efficiency and improve service delivery.

Overall, the podcast provided valuable insights into the complexities of government efficiency and the importance of being proactive, data-informed and adaptable in the face of change.
