Serco to Drive Digital Transformation in Agriculture, and Continue Supporting the French Paying Agency (ASP)

Serco, the international provider of services to governments, has won a new contract to continue its work with the French Paying Agency (ASP) in delivering the Real-Time Agricultural Surface Monitoring System (3STR) across France. This major contract win reinforces Serco’s position as a trusted partner in deploying advanced satellite-based solutions that support sustainable agriculture and modernise public services across France.

Under the contract, Serco will continue to operate and develop the 3STR, using Copernicus satellite data to support the management of payments under the Common Agricultural Policy. The innovative system enables near real-time monitoring of agricultural land, and supporting faster, more transparent payment processes. The contract will run for an initial four-year period, with the possibility of a further two-year extension.

The service helps ASP manage payments more efficiently while supporting farmers through clearer, earlier communication and fewer administrative delays. More than 300,000 farmers across France benefit from a simplified processes and shorter delays. The service will continue to be delivered on a secure and scalable infrastructure hosted by OVHcloud, ensuring compliance with French and European data protection and data sovereignty requirements.

This new contract reflects the continued trust placed in Serco to deliver critical digital services that support farmers, strengthen public administration and contribute to more sustainable agricultural practices in France.
