Serco to support community safety in Victoria through secure Justice Transport Services
Published: 4 Dec 2025
Serco is proud to be helping deliver the Victorian Government’s vision of safer communities through secure, dignified, and efficient transport of people in custody.
This partnership marks a significant milestone in Serco’s commitment to justice services in Australia, supporting the Department of Justice and Community Safety to build a safer, smarter justice system — underpinned by our skilled, highly trained and supported workforce.
The services to be delivered by Serco include secure transportation, custodial services during transit, court transfers, and emergency response.
Serco’s solution for Justice Transport Services across Victoria is built on innovation, safety and operational excellence. Central to this is a strategic approach that leverages advanced scheduling, tracking, and telematics technology to improve efficiency, enhance safety, and ensure compliance with contract requirements. The fleet will include vehicles equipped with accessibility solutions and specialised needs transport.
Serco Asia Pacific CEO, Andrew Head said Serco is proud to have been selected to deliver this critical service for the Victorian Government.
“This partnership reflects our deep expertise in justice operations and our commitment to supporting safer communities. We will bring together the right people, technology and processes to support our aspiration that every movement prioritises safety, dignity, and operational efficiency,” said Mr Head.
Serco Asia Pacific General Manager Justice Rachel Owens said with over 20 years of global experience delivering secure escort and court custody services, Serco will bring proven capability and a strong track record in managing Justice Transport Services alongside the Victorian Government.
“We are proud to support the Victorian Government’s goal of building a safe, just and resilient Victoria through a modern justice and community safety system,” said Ms Owens.
“Serco is working closely with the Department of Justice and Community Safety and the outgoing provider to ensure a seamless transition without disruption to services.”
This new contract builds on Serco’s extensive justice capability managing complex operations across Australia, New Zealand, and the UK.
