Keeping justice moving through safe, reliable and connected prisoner transport
Serco delivers secure prisoner transport services that connect custody, courts and community systems. We support safe, coordinated movements that maintain system flow, reduce operational pressure and enable effective justice outcomes.
Supporting system flow across justice
Prisoner transport is a vital link across the justice system. Our services ensure people are moved safely, on time and with the right information, supporting continuity of custody and the efficient operation of courts and correctional facilities.
We bring together operational expertise across custody, transport and rehabilitation, enabling a coordinated approach that improves system-wide flow and reduces disruption.
Safety and security in transit
Safety is embedded in every movement. Each journey is carefully planned and supported by trained teams, structured processes and clear accountability. This creates a safe environment for people in custody, our teams and the community at every stage of transport.
Reliable and well-coordinated operations
Reliable transport underpins the effectiveness of the justice system. We manage complex, high-volume movements with precision, ensuring court attendance and custody timelines are met consistently. This supports stable, dependable services that keep justice processes moving.
Technology and innovation for better outcomes
We use technology to strengthen safety, visibility and efficiency across prisoner transport.
Our focus includes:
- Real-time tracking and movement visibility
- Technology-enabled welfare monitoring during transit
- Data-driven scheduling and operational insights
- Modern vehicle design that supports safety and dignity
These capabilities support informed decision-making, improve transparency and contribute to safer, more efficient service delivery.
Working in partnership
We work closely with government, police, courts and community organisations to deliver coordinated and responsive services. Partnership is central to how we deliver trusted and effective transport services.
Supporting community safety in Victoria

Serco’s solution for Justice Transport Services across Victoria is built on innovation, safety and operational excellence. Central to this is a strategic approach that leverages advanced scheduling, tracking, and telematics technology to improve efficiency, enhance safety, and ensure compliance with contract requirements. The fleet includes vehicles equipped with accessibility solutions and specialised needs transport.
Leveraging global capacity
Serco operates Prisoner Escort and Custody Services (UK PECS) for the Ministry of Justice UK – our company’s largest prisoner escort and court custody services contract with over 300,000 prisoner movements per year. Currently operating at 99.8% compliance across all performance metrics.
Our UK PECS is now in its fourth generation.
Our demonstrated performance resulted in a ten-year extension to the contract in 2020 and a vastly expanded service area covering 62,000+ square kilometres across London, East England and South England, and some of the most high-profile courts in the country.
We escort 42,000 prisoners per month using a fleet of 265 specialist cellular and multi-purpose vehicles and a workforce of over 3,000 staff. We service 79 prisons, 269 police stations and 96 courts.
Between 2011 and 2017, Serco provided secure transport and Escort services to the Western Australian State Government, serving communities across the state’s 2.5 million square kilometres.
We managed 31 secure escort vehicles and introduced into service three new generation, custom-designed secure vehicles.
In 2016 Serco managed 45,000 transports annually and achieved a 99-100% performance in service delivery across nine key indicators applying technology used by our Court Escorting team in the United Kingdom.
