Peter Welling
Chief Executive Officer
Peter was appointed as Chief Executive Officer, Serco Asia Pacific in August 2020 following his appointment as Managing Director for Citizen Service in 2015.
Peter has extensive experience in the public and private sectors delivering citizen services, customer relations and transformational management with a commercial focus. Peter has held director positions with VicRoads and the South Australian Government.
Peter transformed Serco’s Citizen Services business and made it one of the fastest-growing businesses in the world for Serco winning contracts to supply services to Centrelink, Victoria Police, NDIA and one of the largest contracts ever signed by Serco – the Health Services contract supporting the ADF.
Peter holds an MBA from the University of South Australia and is a graduate of Australian Institute of Company Directors.

Andrew Henry
Chief Financial Officer
Andrew joined Serco Asia Pacific in December 2021 as Chief Financial Officer, with an extensive background in finance, commercial and operations management across a broad range of sectors in Australia and abroad.
Prior to joining Serco, Andrew held senior management roles in infrastructure maintenance, construction, energy, mining, defence, water, PPP and telecommunication industries.
Andrew’s successful finance and commercial background is complemented by his comprehensive operational infrastructure maintenance understanding. Andrew is a Certified Public Accountant, Graduate Australian Institute of Company Directors, and holds a Bachelor of Business.

Julie Carroll
Chief Human Resources Officer
Julie joined Serco in January 2018 and brings more than 20 years’ experience in human resources. Most recently, Julie served as Director, Talent and Advisory Solutions at Deloitte, where she led the Centre of Excellence within People and Performance. Prior to this, Julie held various human resources leadership roles including Director, People and Capability at Leighton Contractors and as Manager, Human Resources at Endeavour Energy. An alumnus of the University of Newcastle, Julie holds a Masters of Business Administration, a Masters of Human Resources and Industrial Relations, and a Bachelor of Arts in Psychology.

Garry Brown
Chief Growth Officer
Garry joined Serco in 2007 and is a recognised leader in all aspects of business development and commercial management. Appointed as Managing Director of Asia in 2019, Garry spearheaded Serco’s corporate development activities in the region, building long-term partnerships with governments and private enterprise through the successful delivery, transformation and continuous improvement of essential public services in healthcare, citizen services, transport and facilities management. Garry was appointed to Chief Growth Officer in July 2020.
During his time with Serco, Garry has overseen the identification, tendering and successful negotiation of complex service contracts worth billions of dollars; including the 23-year contract for the operation of Clarence Correctional Centre, which at the time represented the largest contract ever signed by Serco globally; and the early shaping efforts for Serco’s Fiona Stanley Hospital contract in Western Australia.
Garry is a Mechanical Engineer by background, with a mid-career degree in Business from the University of Newcastle. Prior to joining Serco, Garry has held a diverse range of positions, including considerable experience across the hospital management, facilities management, construction and heavy engineering fields.

Heath Watt
Chief Legal & Risk Officer
Heath joined Serco in 2016 as Associate General Counsel, specialising in Commercial and Governance before becoming General Counsel and Company Secretary in 2018. He has been a practicing legal profession for over 20 years, working across various sectors including media, finance and banking, government and property and infrastructure. Heath has significant experience in all facets of a project's lifecycle, from deal structuring and negotiation, through to project delivery and dispute resolution processes. During his career Heath has held key roles legal and management roles with organisations including the Australian Broadcasting Corporation and Network 10.
Heath gained his LLM at the University of London and completed his Serco Oxford Management Program, Leadership and Management at Said Business School, University of Oxford.

Jason Richardson
Chief Digital Officer
Jason joined Serco in 2016 as Head of Infrastructure and Application Services and has since held various IT leadership roles including Director of IT Service Management before being appointed to Chief Digital Officer in February 2022.
Jason is an accomplished leader with a demonstrated background in operational and project management disciplines. Jason has previously held Global IT Leadership and Program roles for Sinclair Knight Merz and Jacobs Engineering, bringing with him a wealth of experience across different sectors.
During his time at Serco, Jason has led key Divisional strategic initiatives including the company Integration of Facilities First Australia into Serco Asia Pacific and prior to that launching our Centralised Workforce Management process team and application supporting more than 6,500 employees.

Paul Higgins
Director of Public & Industry Affairs
Paul joined Serco Asia Pacific in March 2022 as Director of Public and Industry Affairs. He has worked for multiple State and Federal Government departments and as a consultant has provided advice to some of the world’s largest private sector businesses.
Paul is also active in the not-for-profit sector where he is passionate about preventing Domestic Violence and building respectful relationships.
Paul has extensive sought-after media, communication, and strategy experience and has worked across a range of sectors including infrastructure, justice, finance, defence, energy, and mining. He holds a Bachelor of Arts from Griffith University majoring in Communications.

Kelly Van Nelson
Managing Director of Operations
Kelly brings 27 years’ experience in Workforce Transformation gained in the UK, South Africa, and across the Asia Pacific region. Kelly is a Change Management Practitioner, Six Sigma Yellow Belt, and Prince2 certified with a deep expertise in evolving fit-for-purpose delivery models and agile solutions that best leverage the convergence of technology, processes, and people.
Kelly was appointed Serco’s Managing Director of Operations in January 2022 and is the Executive Leadership Team sponsor for gender diversity. Kelly is also a passionate advocate for women’s workforce participation, youth employability, anti-bullying initiatives and domestic violence prevention. Kelly is a 2020 CEO Magazine Managing Director of the Year Award finalist and a Telstra Business Women’s Award Finalist for NSW Medium and Large Enterprise.
Kelly is also a TedX speaker and an award-winning published author who writes passionately about contemporary issues to drive positive socio-economic change in communities.

Michael Strickland
Justice & Immigration, Managing Director
Michael is an experienced Strategic Leader with a demonstrated history of working in services industries. Michael is highly skilled in Contract Management, Financial Control, Operations Management, Facility Management and Leadership.
Michael joined Serco in 2012 and served three years as Finance Director for Immigration and Facility Services, then four years as Finance Director for Justice & Immigration before being appointed to his current role in August 2019.
Michael is tertiary educated, a Chartered Accountant and holds a Master of Business Administration (MBA) from AGSM.

Rear Admiral Clint Thomas, AM, CSC, RANR
Defence, Managing Director
Clint was appointed as Serco Asia Pacific’s Managing Director, Defence in July 2017 following a distinguished 40-year career in Defence and the Royal Australian Navy as a Maritime Logistics Officer, during which he was made a Member of the Order of Australia in 2008, awarded the Conspicuous Service Cross, and was awarded a Chief of Defence Commendation for the Defence Integrated Distribution System contract remediation.
As Rear Admiral for the Navy, Clint was previously Commander, Joint Logistics which included specific responsibilities as the Senior Defence Logistician and Strategic Logistics advisor to the Chief of the Defence Force and the Secretary for the Department of Defence, and Manager of all Defence Supply Chain services both within Australia and in direct support of all deployed Operations.
Clint is highly respected by the senior leaders of the Australian Defence Force and has a deep understanding of our customers’ operational requirements.

Ben Bayot
Facilities Management, Managing Director
Ben joined the Serco AsPac Executive Management Team in January 2021 following Serco’s acquisition of Facilities First Australia (FFA). Ben had been CEO of FFA since 2012 and grown the company to become a business with $250 million in revenue, 2500 employees and more than 700 clients. FFA is now proudly operated by Serco and Ben is Managing Director of FFA, Serco’s Fiona Stanley Hospital contract in Perth and Melbourne Parks and Gardens contract. His wide range business skills and experience includes success delivering services to Government, commercial, hospitality, stadia and entertainment sectors amongst many others.
Ben’s focus on strong values and culture within FFA, which were cornerstones in developing the business, has been brought to Serco and he has ensured a seamless integration and developed wider opportunities in Facilities Management.
Self-assured but always humble Ben can also be defined by his drive and resolve. It’s exactly what you would expect from a guy who starts every day with a 4.30am ocean paddle, then goes straight to the office for some quiet time before his team arrives and the work begins.
Ben is also a Director of the Australian Turf Club.
