David is the Chief Executive Officer for Serco Middle East and is responsible for business growth and delivery of the core sectors in which Serco operates across the region. These sectors include Transport, Aviation and Defence and Health and Integrated Facilities Management. David is also a member of the Serco Executive Committee and works closely with other CEOs across the business on global projects, such as the Rail Centre of Excellence which will be based in Dubai.
Scott is the Chief Financial Officer for Serco Middle East. He is responsible for directing all the company's financial functions in the region, so that financial transactions, policies and procedures meet the company's business objectives, internal standards are conducted in accordance with applicable regulations, accounting principles and standards.
As the Commercial Director for Serco Middle East Jason is responsible for the Commercial and Procurement functions within the organisation. Jason is focused on ensuring the business grows beyond the expected rate, achieves and exceeds it’s profit obligations to shareholders and is a place people want to work. He provides commercial, contract and legal advice to the senior leadership team and provides practical, common sense solutions to complex commercial issues on a day-to-day basis.
As Managing director for Aviation, Defence and Technology, he is responsible for creating, structuring and shaping the aviation market growth and addressing the many challenges faced attending to the needs of existing customers and winning new business across the Middle East.
Patrick Hallgate is the Managing Director for the Transport Sector. He is responsible for the successful operational delivery across our varied Transport contracts in the Middle East including Dubai Metro and Saudi Arabian Railways. In addition to the existing portfolio, the Transport team are also involved in two huge bids this year in Riyadh and Doha, both of which would be game changers for Serco Middle East.
Ayesha Sultan is the Managing Director - Growth, Middle East. She is responsible for strategy development and for leading business development activities to enhance our customer base, identify, shape and spearhead growth across our existing client base, as well as expand business across all current and adjacent geographies.
Rebecca is the HR Director, Middle East reporting to David J. Greer, CEO, Middle East, with a functional reporting line to Anthony Kirby, Group CHRO. She is responsible for the delivery of the People Strategy for the Middle East business and all HR services to the UAE, Iraq, Bahrain, the Kingdom of Saudi Arabia, and Qatar.
As a member of the SME Executive Management Team, Gordon reports directly to David Greer with functional reporting into the Group General Counsel. He works throughout the region but is based in the head office in Dubai and manages the legal, commercial bidding and ongoing commercial operations teams. Gordon provides and procures legal support to all aspects of the business in each regional jurisdiction in which Serco operates, including regulatory compliance, corporate secretarial, dispute resolution, legal and contractual support to bids, local partnering arrangements, IP protection and corporate restructuring.
In this role, Russell reports to David Greer, CEO Serco Middle East and is based in the head office in Dubai. Russell is responsible for leading the central bidding team to deliver winning bid solutions and responses, and provide support to the sectors in the pursuit and development of new opportunities. He is also responsible for leading a number of corporate planning activities across the division including new business pipeline reporting to Serco Group and the coordination of the divisional strategy.
Laura Kelly is the Assurance Director for Serco Middle East. Her role is to lead the Safety and Assurance function. The Safety and Assurance function is responsible for ensuring compliance to the corporate management system, the development and implementation of governance and business ethic programmes, including compliance with UK laws applicable to overseas business operations, enterprise business risk management, business resilience, crisis management planning, quality management and health, safety & environmental management.
Ahmed Al Teneiji is the Marketing and Corporate Affairs Director for Serco Middle East, reporting directly to David Greer. He is responsible for leading the marketing and communications strategies, activities, both internal and external. Including media watch, events, promotions, announcements and Identify, develop, and evaluate marketing & communications strategy, based on corporate, business, patronage, revenue objectives and coordinates at the strategic and tactical levels with the other existing functions in Serco Middle East.
