Executive Team, Serco Middle East

 

Andrew Head

Chief Executive Officer, Serco Asia Pacific and Middle East

Andrew has more than 25 years' experience spanning the public and private sector, including listed and unlisted companies, state government and international consulting organisations.

From 2018 to 2023, Andrew was CEO of WestConnex, Australia’s largest road infrastructure project (AUD$16B). He spent 20 years at Transurban (ASX:TCL) including 15 years as an Executive Committee member where he was a key contributor to the growth of the company from a small listed entity with one asset to the world’s largest toll road company with a portfolio of 22 assets and a market capitalisation of over AUD$60B. He is a highly successful leader with specialist expertise developed in relation to leading and growing companies within complex stakeholder environments.

Andrew holds a Bachelor's degree in political science and communication, and has qualifications from the Australian Securities Institute and the Australian Institute of Company Directors. He has completed the Insead Advanced Management Program (Fontainebleau, France) and attended the Stanford Business School Executive Education program.


 

Jaymes Boland-Rudder

Managing Director Middle East and Government Relations

Jaymes has worked for Serco since June 2024, with a focus on understanding the challenges facing governments across the region and working with Serco’s global network to identify potential solutions.

Prior to joining Serco, Jaymes worked for the National Rugby League (NRL) for 10 years where he led efforts to grow the NRL’s revenue base by almost 40%; secure approximately $3 billion of investment in new stadia and high-performance facilities for rugby league across Australia and the Pacific; and expand the delivery of the NRL’s community programs across the region.

Jaymes also has extensive experience at the highest levels of Government, having worked for the NSW Government for 10 years, including serving as Deputy Chief of Staff to the NSW Premier and Chief of Staff to the NSW Minister for Roads and Ports. During this time, he helped with the transition of governments and worked on major projects such as the Port Botany and Port Kembla long-term leases; development of WestConnex; the National Disability Insurance Scheme; and the National Education Reform Agreement (Gonski Agreement).

Jaymes is a passionate sports fan, an ardent follower of politics and is happiest when playing backyard cricket with his wife and two children.


Hana Kharmeh  

Hana Kharmeh

General Manager, Middle East

Hana has 16 years of experience in the Middle East region and comes with a certified six sigma black belt. During her time at Serco Middle East, she has been recognised as a true leader in human resources that is passionate about people, continuous improvement and creating the right culture through our values.

Prior to Serco, Hana worked for the Maersk group and Kuehne + Nagel where she headed HR for several clusters that included countries such as UAE, KSA, Iraq, Kuwait, Jordan, Bahrain, Oman, Egypt and Pakistan. She has also spent time working with, or being co-located in, several countries in Europe.


 

Mohamed Kamal

General Manager for Kingdom of Saudi Arabia and Emerging Markets

Mohamed Kamal leads Serco’s operations across Saudi Arabia and emerging markets, driving growth and strengthening partnerships that support national transformation agendas.

With over 25 years of senior leadership experience across the Middle East and Africa, he has held key roles with UPS, TNT, and Aramex, and most recently served as Regional President – Middle East & North Africa for G4S. His career has focused on delivering large-scale strategic and operational growth across sectors aligned to Serco’s work in government and critical infrastructure.

Mohamed is responsible for expanding Serco’s footprint in the Kingdom and beyond, ensuring the delivery of world-class public services that advance Vision 2030 and create lasting positive impact.


Arshaad Kasmani  

Arshaad Kasmani

Chief Financial Officer, Middle East

Arshaad Kasmani joined Serco Middle East in March 2012 as Finance Business Partner and has since progressed to his current role, Chief Financial Officer. Reporting directly to the CEO, Arshaad is responsible for directing all of Serco Middle East’s financial functions in the region, ensuring all financial transactions, polices and procedures meet the company’s business objectives.


Sarah Higgins  

Sarah Higgins

General Counsel, Middle East

A qualified solicitor, Sarah Higgins has over 16 years of experience, including nine within the UAE in an industry leading multinational company and a FTSE 100 company. Her wealth of experience covers a variety of sectors and company structures and she is a great asset to the team.

Sarah provides legal support Serco Middle East including, but not limited to, regulatory and compliance, dispute resolution, legal and contractual support to bids, projects and mergers and acquisitions across multiple sectors and geographies. Sarah’s role also includes driving the programme of ethics across the operating division and developing and monitoring governance.


Graeme Flaws  

Graeme Flaws

General Manager - Khadamat

With extensive leadership experience across the facilities management sector, Graeme Flaws is General Manager of Khadamat Facilities Management, the joint venture between Serco and Solutions+, a Mubadala company. He is responsible for leading the delivery of integrated facilities management services across the UAE, overseeing business operations, supporting strategic growth and delivering high-quality services for customers.
