Phil was appointed as Chief Executive Officer, Serco Middle East in April 2019 and brings a wealth of broad industry experience, strong capabilities in strategic client engagement and successful business leadership.
Phil is responsible for business growth and delivery of the core sectors in the Middle East region which include Transport, Aviation and Defence, Health and Integrated Facilities Management. In the Middle East, Serco employs more than 4,500 people across 4 countries including Iraq, the Kingdom of Saudi Arabia, Qatar and the United Arab Emirates.
Phil joins us from Atkins where he most recently held the position of Managing Director of Engineering and Design in the Middle East & Africa (MEA). Phil has been with Atkins for 9 years, during which he also led the Transport and Infrastructure business, based in the Middle East, and previously the global Power Division.
Phil has over 25 years’ experience in industry including significant leadership and operations in the energy sector, where he was a Nuclear Site Director in the UK.
Scott is the Chief Financial Officer for Serco Middle East. He is responsible for directing all the company's financial functions in the region, so that financial transactions, policies and procedures meet the company's business objectives, internal standards are conducted in accordance with applicable regulations, accounting principles and standards.
Gordon is a solicitor and the General Counsel for the Middle East division. He works throughout the region but is based in the head office in Dubai where he manages the legal and ongoing commercial operations teams. Gordon provides and procures legal support for all aspects of the business in each regional jurisdiction in which Serco operates. This includes advising on regulatory compliance, corporate secretarial matters, dispute resolution, legal and contractual support to bids, local partnering arrangements, labour and immigration issues and on corporate restructuring.
Samantha is responsible for leading growth across the region. She holds a B.A.(Honours) in Business from Nottingham Trent University, and recently completed the MIT Sloan Digital Business Strategy program. She leads a collaborative growth programme consisting of four core workstreams; business strategy, client management services, work-winning and marketing communications. Samantha has 8 years’ experience in the region previously with AECOM and Atkins, where she built a solid reputation for leading work-winning strategies.
Samantha is passionate about leading by example and creating high-performing teams that strive to achieve more than they thought was possible. Samantha’s dedication to the use of technology pushes boundaries of normal business practices in the search for differentiation.
Alex is the Managing Director for the Transport Sector, he is responsible for the successful operational delivery across our varied Transport contracts in the UAE including Dubai Metro and Dubai Tram. In addition to the existing portfolio, the Transport team is continuously seeking to expand the portfolio of operations and maintenance activities across a variety of transport modes and to bring Serco’s broad international experience into consulting prospects across the Middle East.
Peter is the Managing Director for Aviation & Defence; he is responsible for delivering excellent service performance to existing customers, optimising organic growth opportunities through related diversification and delivering new business wins aligned with both the growth aspirations of the Sector and ME division across our chosen markets in the Middle East.
Edward is responsible for the success and growth of the Integrated Services business which delivers complex, end to end outsourced services into a wide range of vertical markets including; Healthcare, Major Developments/Real Estate, Energy & Sustainability, Education and Sports & Leisure. Serco’s Integrated Services business is a world-leader in driving innovation, operational excellence and delivering major cost savings for governments and major corporations across the GCC and Greater Middle East.
Jason is the Commercial Director, he is responsible for the Commercial and Procurement functions within the organisation. Focused on ensuring the business grows beyond the expected rate, achieves and exceeds it’s profit obligations to shareholders and is a place people want to work. He provides commercial, contract and legal advice to the senior leadership team and provides practical, common sense solutions to complex commercial issues on a day-to-day basis.
Laura Kelly is the Assurance Director, she is responsible to lead the Safety and Assurance function and ensuring compliance to the corporate management system, the development and implementation of governance and business ethic programmes, including compliance with UK laws applicable to overseas business operations, enterprise business risk management, business resilience, crisis management planning, quality management and health, safety & environmental management.
Rebecca is the HR Director and she is responsible for the delivery of the People Strategy for the Middle East business and all HR services to the UAE, Iraq, Bahrain, the Kingdom of Saudi Arabia, and Qatar.
