Justice Services

From prison management and rehabilitation to police support, court, and prisoner escorting services, we are committed to safeguarding society and reducing reoffending by helping those in our care turn their lives around.

Safeguarding society and reducing reoffending

Serco provides essential services across the justice system, from the secure and safe operation of prisons, court, and escorting services, to managing the reintegration of ex-offenders into society. We also provide command and control, data analytics, and surveillance services to law enforcement agencies.

We help governments deliver a more effective justice system, at a lower cost, by championing service innovations, applying intelligent systems, employing the best people, and forming partnerships with voluntary organisations to produce the very best service offerings.

By pursuing a rehabilitative approach to justice, with a focus on addressing individual criminogenic needs, all with the key outcome of reducing reoffending, we make offenders less likely to return to the criminal justice system, helping to rebuild lives, reduce demand on governments, and lessen the financial and wider costs of crime to the communities we serve.

The value we bring...

Transferable Global Experience

Serco has the broadest base of immigration and justice expertise across the world, with strong footprints in both the UK and Australasia (where we run four justice facilities). This means we can transfer best practice across the regions, pilot and prove innovations and new technologies, and tap into specialist cross-sector capabilities in areas such as secure escorting and complex case management. We have an international Justice & Immigration Centre of Excellence dedicated to maximising these benefits.

Public Service Ethos

Many of our people have joined us from the public sector and a public service ethos runs through our organisation. We manage and select our people to reinforce the values to which we aspire. We invest in training to help them live those values day-to-day. As well as delivering justice services effectively and efficiently, we are focused on rehabilitation and reducing reoffending. Care and respect are at the heart of our custodial services, where we have proven that following a responsible prisoner model encourages positive behaviour. This delivers a win-win: a better future for offenders and a reduced burden on society by lowering crime and the long-term demand on the criminal justice system. In some cases, we have delivered outstanding successes in this area where we have reduced prisoner reoffending.

Expert and Empowered People

The scale of our justice operations means we are able to attract the best specialists in the sector. We then empower them to deliver. All of our specialists are fully trained to make a positive difference through compassion and respect for those in our care, who are often vulnerable with complex individual needs.

Ability to Test and Innovate

We bring innovation to our services and leverage technology across every aspect of our operations, from delivering e-learning to prisoners, to our Mobile Court Video Service, to data analytics. We are agile, with the freedom to trial new service innovations, quickly allocate capital to fund new service initiatives, and make prompt decisions.

Citizen-centred, Outcome Focused

We deliver more efficient and effective justice services through our research, measurement, and deep understanding of the needs and experience of those in the criminal justice system. We focus on achieving better outcomes for taxpayers and victims rather than just service inputs.

Trusted Partnership

We successfully work in close partnership with our customers, communities and voluntary organisations to provide the very best services. This is particularly crucial when it comes to the reintegration of ex-offenders into the community and overcoming structural silos in the system.

Scalable and Customised Solutions

Our global spread, deep expertise, dynamic culture, and flexible operating model allows us to rapidly scale-up and deliver critical services to a high quality standard. We design, customise, and flex services according to customer need.

Full Service Integration

We have a breadth of service expertise that is almost unrivalled. We have the capability to run whole institutions such as the full management of prisons, whether new build Public Private Partnerships or the management of existing public sector prisons, but also offender management, and other services in the community. We also have expertise in back-office services and other specialist capabilities from our other sectors that can be brought to bear for government to transform delivery and efficiency.

Strong Governance and Risk Management

Improved corporate standards, organisation-wide training, clear operating procedures, and disciplined management processes help ensure strong governance, risk management, operational excellence, clear accountability, and excellent performance. The Serco Management System defines rules that govern the way we operate. Almost all of our contracts include measureable KPIs by which we track and drive performance.
