Anthony Kirby Chief Executive Officer, UK & Europe
Anthony was appointed CEO of Serco UK & Europe on 1st January 2023 responsible for circa 160 contracts, £2.1bn revenues and over 25,000 employees across 12 countries. Anthony is a member of the Serco Group Plc Executive Committee.
Anthony was previously COO and Group Chief HR Officer responsible for all elements of People Services across the Serco Group, as well as Group Transformation and Corporate Shared Services.
Anthony has a wealth of experience from over 17 years at Compass Group Plc. As Group Workforce and Organisation Director he was responsible for supporting over 40 countries and prior to this HR Director for Europe and Japan. Additionally, Anthony has held other roles at Compass Group. including Director of Group Labour Strategy as well as being responsible for shared services and operational HR Director roles across a number of sectors in the UK.
Anthony is a Chartered Fellow of the Institute of Personnel and Development and holds Masters Degrees in both Strategic Human Resources and Employment Law & Industrial Relations.
Helen Shaw Chief Financial Officer
Helen is Chief Financial Officer, leading the finance and commercial function, a role she has held since April 2022. Helen reports into Anthony Kirby and Nigel Crossley, Group Chief Financial Officer.
Having joined Serco in 2010, she has held several roles across the Group, including nearly five years as Chief Financial Officer of Serco Asia Pacific where she helped the Division achieve significant growth. Prior to Serco, having qualified as an auditor, she specialised in PFI and PPP advisory as part of the Government and Infrastructure Advisory team at Grant Thornton, working on a wide variety of infrastructure projects. She is a passionate advocate for good governance that supports sustainable growth.
Helen is a fellow of the Institute of Chartered Accountants in England and Wales and has a Masters in Human Sciences from Oxford University. She is one of the original Trustees who helped to set up the Serco People Fund.
Outside of work, Helen competes in British Eventing and loves spending time outdoors with her husband, dog, and horses.
Stephen Grassby Chief of Staff and Government Affairs
Stephen is Chief of Staff and Government Affairs supporting the UK & Europe CEO and managing our strategic supplier relationship with the Cabinet Office and wider political engagement, a role he has held since January 2023.
Since joining Serco in 2015, Stephen has held several leadership positions as Contract Director for our Leisure business in Birmingham, and globally as the Group Head of Organisational Effectiveness. His operational and strategic experience gives a broad and unique perspective of the organisation. After studying at Coventry University, Stephen spent time managing ski resorts across Europe before working for Frasers Group.
Stephen is passionate about mental health and wellbeing and developed Serco’s industry-leading approach to wellbeing. Stephen is a Trustee of the Serco People Fund, which he helped set up and recently completed a CIPD level 7 in HR Management.
Outside of work he enjoys spending time with his young family, watching and playing rugby and keeping fit.
Shaun Stacey Chief Human Resources Officer
Shaun was appointed as Chief HR Officer, Serco UK and Europe in October 2023, having worked for Serco in a variety of senior divisional and business unit roles within our People and Culture team since he joined in 2011.
Shaun has 30 years’ experience in senior HR and general management roles having previously worked for the Navy, Army and Airforce Institutes, British Waterways and Associated British Ports. Shaun has also held a number of Trustee appointments within the charity sector and is currently a board member of Play to the Crowd, an Arts and Education charity in Winchester.
Shaun is a Chartered Fellow of the Chartered Institute of Personnel and Development and a Fellow of the Chartered Management Institute.
Greg Nicoll Chief Legal and Risk Officer
Greg is Chief Legal & Risk Officer, leading the Legal, Enterprise Risk Management and Commercial Contracts function, a role he has held since 2015. Greg reports into Anthony Kirby and David Eveleigh, Group General Counsel.
Greg graduated in 2001 with a 1st Class Honours Degree in Law (LLB Hons) and qualified as a lawyer in Scotland in 2004, starting his career at a large UK law firm. Greg went on to gain significant experience as a commercial lawyer in private practice and as in-house counsel for multinational organisations across as a range of sectors prior to joining Serco in 2013.
Outside of work, Greg spends most of his time with his wife chasing two young children and two working cocker spaniels, and occasionally indulging the optimist within by playing golf, and supporting Liverpool FC and the Scottish national football and rugby teams.
Sheela Maji Chief Services Officer
Sheela is Chief Services Officer, responsible for bringing best practice digital innovation to both internal operations as well as identification and implementation of technology enabled service solutions to drive client outcomes.
Sheela joined the UK & Europe Division in January 2022 from Serco Asia Pacific where she was Chief Digital Officer, and prior to that was Managing Director for Sales and Bids. She has more than 20 years services sales leadership with experience in large-scale technology as well as public-sector business process outsourcing services. Sheela has lived in and managed teams across several Asia Pacific countries, while working with global technology companies including Hewlett-Packard Enterprise Services and Electronic Data Systems (EDS).
Sheela is an alumna of the Harvard Business School, and also holds an MBA from Australian Graduate School of Management (UNSW) and a Masters in Economics from University of Calcutta, India.
Matthew Thompson Chief Growth Officer
Matthew is Chief Growth Officer, responsible for acquiring new business and recompeting on existing contracts both within the private sector and local government across a wide range of sectors, a role he has held since April 2023.
Prior to joining Serco, Matthew was Managing Director of Benugo, the British catering company with more than 70 high street cafes, restaurants, dining spaces inside public buildings as well as in-house corporate cafes across the UK. Matthew has extensive international experience, both at Compass in growing the Sports & Leisure business, but also with Centrica and Glaxo Wellcome, as well as in early career as a management consultant.
Matthew lives in London with his wife and has five children. His hobbies are cricket, cooking and live music.
Julie Christie Director, Enabling Services
Julie is the Director of Enabling Services, leading the provision of shared services for the UK & Europe Division and across Serco Group, a role she has held since November 2023.
Julie joined Serco in 2010 as Operations and Transformation director for shared service division. She has 25 years’ experience working across a range of senior leadership roles in both the public and private sector, building high performing, multi-disciplinary teams to deliver sustainable, transformational change.
Julie is the co-chair for sercoUnlimited, Serco’s disability inclusion Employee Resource Group which now has a global footprint of over 400 members. She is also an active volunteer with The Beatson Cancer Charity providing care, love and hope to patients and families living with cancer.
Simon Bailey Managing Director, Transport and Community Services
Simon is the Managing Director of Transport and Community Services, responsible for customer centric passenger transport and community services – in railways, ferries, cycle hire, environmental services, sports and leisure. This is a role he has held since January 2024.
Simon originally joined Serco in 2009, spending over 12 years working in the Transport, Health, and local government sectors. In 2019 Simon was appointed Managing Director Leisure & Micro-mobility, and from 2020 also led Serco’s covid testing service for UK Government. In early 2022 Simon moved to Sodexo to become CEO of its UK & Ireland Home Care business. Simon’s earlier career was spent with London Underground, Virgin Rail Group and Grant Thornton.
Simon lives in London with wife and has two children. He enjoys most sports, live music, art, and travel, and holds an MSc (Eng) in Transport Planning & Engineering.
Antony King Managing Director, Citizen Services
Antony is the Managing Director for Citizen Services, a position he has held since April 2024. Citizen Services supports people across the UK in the welfare, employment and education sectors as well as being their first point of contact with a number of public sector bodies.
Before joining Serco, Antony was a Managing Director at Capita and has also held senior positions at Atos and Logica. Antony has significant experience delivering large transformation programmes and operational excellence. He has a proven track record of growing businesses through partnership working with clients underpinned by an employee-centric culture.
Outside of work, Antony is a Trustee of a local Derbyshire hospice charity. He enjoys walking in the Peak District and also various sports as both participant and as a hopeful supporter of his local non-league football team.
Petra Moss Managing Director, Health
Petra is Managing Director of Health, responsible for providing a range of pivotal facilities management services to the NHS, a role she has held since January 2022.
Petra works collaboratively across the organisation to develop digital solutions that support our customers and enable our colleagues to deliver best-in-class facilities management provision. Her operational, business development, strategic and transformational experience enable her to view the business from multiple angles supporting the creation of new initiatives and assisting in driving significant change.
She is passionate about promoting the facilities management sector and the people that work within it. She has significant experience in the sector and prior to joining Serco, worked for OCS Group, most recently as Group Director of Excellence where she developed global best practice and proposition development.
Doug Umbers Managing Director, Defence
Doug is the Managing Director of Defence, responsible for delivering Serco’s support to the UK armed forces, a role he has held since November 2022.
Prior to joining Serco, Doug was the Chief Operating Officer at the Defence Science and Technology Laboratory (Dstl), the Ministry of Defence’s £1bn science and technology arm, where he also spent 11 months as the interim CEO.
Previously, he has led private sector businesses that design, build and operate technical and technology services for customers such as the Ministry of Defence, the intelligence services, the BBC, foreign governments and the mobile operators, both in the UK and overseas. He was on the executive teams at VT Group (now Babcock International) and Arqiva, a broadcast and telecoms infrastructure provider. He started his career at PwC and is a Chartered Accountant.
Doug lives in Hampshire with his wife Melissa and their three children. When not ferrying the family around or walking the dog, he enjoys golf, cycling or running. He is passionate about all sports involving bats and balls, supporting Chelsea football club and the Harlequins rugby union team.
Mark Whittaker Managing Director, Justice and Immigration
Mark is the Managing Director for Justice and Immigration, responsible for a range of services including prison management, immigration detention and support and accommodation to asylum seekers.
Prior to joining Serco, he was Managing Director of Kier Places where he delivered housing maintenance and large facilities management contracts to the commercial, educational and public sectors. Mark started his career in his family business which he sold in 2008 to venture capitalists who he then worked with on a buy and build strategy.
Outside of work Mark lives in Hertfordshire with his wife, three daughters, two cats and eight chickens, he is a long suffering supporter of Tottenham and sometimes wishes his dad had been born in Manchester.
Mark is passionate about equality and the safety and well being of his team and is the executive sponsor of the Serco LGBT+ employee network dedicated to removing barriers and driving an inclusive culture within the workplace.
He holds a BSc. in Business Information Systems and Management.
Gaetan Desclee Managing Director, Europe
Gaetan is a results driven leader with strong entrepreneurial, people management, operational and analytical skills. Gaetan has more than 15 successful years in the service industry dealing with both public and private sectors. He has lived and worked in Europe, Morocco and United Arab Emirates and has experience in international and multicultural environments.
Prior to joining Serco, Gaetan enjoyed a career at Securitas in Brussels, in Dubai and Casablanca. Gaetan has extensive experience in designing business strategies and developping new services. His most recent role was Country President for Morocco, where he successfully restructured the team, changed the business model, stabilised operations, and led the legal agenda.
